lol I am such a inkscape noob.

When you select and object with the select tool 
you'll see 'handles' for resizing the object. If you click the rectangle again those handles will change to rotation handles, allowing you to easily rotate the object.

Also note that a '+' will appear in the middle. Drag it around if you want to change the center of rotation.
